Since 2015, Gartner has run a survey to capture the state of the world for Chief Data and Analytics Officers — the CDAO Agenda Survey. While each year provides new and compelling insights, one trend has been constant: Efficacy and impact of data efforts remains challenging for over half of data leaders. This in the face of massive spending on data and analytics infrastructure: Over $300 billion in 2023, and set to more than triple by 2032.

Where does the efficacy gap come from? CDAOs name a few factors, among them building a data-driven culture with strong data literacy. Without this foundation, a data team can be very busy on expensive projects that ultimately aren’t moving the needle.
